Frances Mote

Managing Director

Frances founded Niagara Street HR Consulting Inc., to provide HR services to the small/medium business community.  She has 25+ years of diverse human resources and management experience that spans start-ups and established organizations, providing leadership and guidance to managers and executives. She has extensive hands-on experience leading HR initiatives including policy design, compensation, performance management, recruiting, compliance reporting, HRIS implementations, HR workflow development, training and development, and benefits administration.

Prior to founding Niagara Street HR Consulting Inc., Frances held human resources leadership positions at Bell Canada and Bank of Montreal. Frances is a member of SHRM, and CIPD.


Elena Romanova, CHRL

Senior HR Consultant

Joining Niagara Street HR Consulting Inc. in 2013, Elena brings 20 years of experience working with a wide array of organizations, from start-ups to leading multinational companies. Through managing all aspects of human resources business services, including employee experience, professional development, talent management, compensation, recruitment, and employee relations, Elena works with her dedicated clients to align their talent strategy with the organizations’ missions, operating imperatives and values. To her clients, Elena is a trusted and valued HR Business Partner and Advisor.

Elena holds Certified Human Resources Leader designation, and is a member of HRPA and the Society for Human Resource Management.


Jess Watt

Operations & HR Administration Manager

Toronto native, Jess Watt has been administering the lives of others for 20+ years. Jess has a background in the Arts, and a solid decade spent in the corporate boardrooms of the Canadian Broadcasting Corporation. Most recently she co-founded an influencer-based extreme adventure company, where the idea of organizing a group to drive across 34 countries over four months for charity set her imagination on fire with the number of marketing possibilities to be had.

Jess brings a unique, well-travelled perspective to the offices of Niagara Street Consulting Inc.


Lisa Watson

Senior HR Consultant

Lisa is a seasoned Human Resources advisor who has spent most of her career in the Beauty, Retail and Fashion industries. She has served as a key advisor on Human Capital issues to Executive Committee members, COOs, CEOs and CFOs. Her key practice areas include employee relations, performance management, workplace investigations, mediation and change management strategy design. Lisa has studied Human Resources at Ryerson University and most recently Executive Education at the Harvard Business School focusing on negotiation.

Prior to her role at Niagara Street Consulting Inc. Lisa held such roles at Vice President Human Resources for Aveda Canada and Director, Human Resources for Aritzia LLP.
